Grant Description

Grants to USA IHEs, nonprofit organizations, for-profits, and individuals for projects addressing racial injustices and systemic racism in the STEM field. Applicants are advised that required registrations may take several weeks to finalize. Funding is intended to address how systemic barriers impact access to, retention in, and success in STEM education, research, and workforce development. Subject areas may include all science, technology, engineering, mathematics, and all other domains currently supported by NSF as they relate to STEM Education.

Racial inequities often create barriers to STEM knowledge generation, as well as access to and participation in all aspects of STEM education, research, and the workforce. In ongoing efforts to address these disparities, NSF EHR seeks to support bold, groundbreaking, and potentially transformative projects that contribute to advancing racial equity in STEM education and workforce development through practice and/or fundamental or applied research. EHR's mission builds from the NSF Strategic Plan, seeking "to achieve excellence in U.S. science, technology, engineering and mathematics (STEM) education at all levels and in all settings (both formal and informal) in order to support the development of a diverse and well-prepared workforce of scientists, technicians, engineers, mathematicians and educators and a well-informed citizenry that have access to the ideas and tools of science and engineering. The purpose of these activities is to enhance the quality of life of all citizens and the health, prosperity, welfare and security of the nation."

Collectively, proposals funded by this Program Description will: (1) advance the science and promotion of racial equity in STEM, (2) substantively contribute to removing systemic barriers that impact STEM education, the STEM workforce, and scientific advancement, (3) institutionalize effective and inclusive environments for STEM learning, STEM research, and STEM professionals, (4) diversify the project leadership (PIs and co-PIs), institutions, ideas, and approaches that NSF funds, and (5) expand the array of epistemologies, perspectives, and experiences in STEM. 

Proposals should articulate a rigorous plan to generate knowledge through research (both fundamental and applied) and practice, such as, but not limited to: 

  • Building theory;
  • Developing methods; 
  • Testing approaches and interventions;
  • Assessing the potential, efficacy, effectiveness, and scalability of approaches and interventions;
  • Establishing, cultivating and assessing authentic partnerships; 
  • Changing institutional, organizational, and structural practices and policies; and/or
  • Focusing on affective, behavioral, cultural, social components, and implications. 

Contexts may include, but are not limited to: preK-12, two- and four-year undergraduate, and graduate institutions; municipal organizations; STEM workplaces; and informal STEM contexts, such as museums, community organizations, and media.

Eligibility:

Additional Eligibility Criteria:

Except where a program solicitation establishes more restrictive eligibility criteria, organizations in the following categories may submit proposals:
1. Institutions of Higher Education (IHEs) - Two- and four-year IHEs (including community colleges) accredited in, and having a campus located in the U.S., acting on behalf of their faculty members. IHEs located outside the U.S. fall under paragraph 6. below.

2. Non-profit, Non-academic Organizations - Independent museums, observatories, research laboratories, professional societies and similar organizations located in the U.S. that are directly associated with educational or research activities.

3. For-profit Organizations - U.S. commercial organizations, especially small businesses with strong capabilities in scientific or engineering research or education. An unsolicited proposal from a commercial organization may be funded when the project is of special concern from a national point of view, special resources are available for the work, or the proposed project is especially meritorious. NSF is interested in supporting projects that couple industrial research resources and perspectives with those of IHEs; therefore, it especially welcomes proposals for cooperative projects involving both IHEs and the private commercial sector.

4. State and Local Governments - State educational offices or organizations and local school districts may submit proposals intended to broaden the impact, accelerate the pace, and increase the effectiveness of improvements in science, mathematics and engineering education in both K-12 and post-secondary levels.

5. Unaffiliated Individuals - Unless specifically authorized in an NSF solicitation (e.g., NSF postdoctoral fellowship programs), unaffiliated individuals in the U.S. and unaffiliated U.S. citizens are not eligible to receive direct funding support from NSF. Recipients of Federal funds must be able to demonstrate their ability to fully comply with the requirements specified in 2 CFR § 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. As such, unaffiliated individuals are strongly encouraged to affiliate with an organization that is able to meet the requirements specified in 2 CFR § 200. Unaffiliated individuals must contact the cognizant Program Officer prior to preparing and submitting a proposal to NSF.

6. Foreign organizations - NSF rarely provides direct funding support to foreign organizations. NSF will consider proposals for cooperative projects involving U.S. and foreign organizations, provided support is requested only for the U.S. portion of the collaborative effort. In cases however, where the proposer considers the foreign organization’s involvement to be essential to the project (e.g., through subawards or consultant arrangements), the proposer must explain why local support is not feasible and why the foreign organization can carry out the activity more effectively.

7. Other Federal Agencies - NSF does not normally support research or education activities by scientists, engineers or educators employed by Federal agencies or FFRDCs. Under unusual circumstances, other Federal agencies and FFRDCs may submit proposals directly to NSF.
